Job Description
Job Summary
The Procurement Manager is responsible for managing all procurement activities at the site level within the Facilities Management (FM) contract. This role ensures timely, cost-effective, and compliant sourcing of materials, services, and subcontractors required for smooth site operations, while maintaining quality, safety, and contractual standards.
Key Responsibilities
Procurement & Sourcing
- Plan, manage, and execute site-level procurement for FM services, materials, consumables, spare parts, and subcontracted services.
- Source vendors and suppliers in line with company policies, approved vendor lists, and client requirements.
- Obtain competitive quotations, conduct evaluations, and negotiate pricing, terms, and delivery schedules.
- Raise purchase requisitions and purchase orders, ensuring accuracy and compliance with approvals.
Vendor & Contract Management
- Manage relationships with site suppliers, vendors, and subcontractors.
- Monitor supplier performance related to cost, quality, delivery, and service levels.
- Ensure contracts, SLAs, and agreements are adhered to at site level.
- Resolve supplier issues, disputes, and non-conformances promptly.
Cost Control & Budget Management
- Support site management in controlling procurement costs and optimizing spend.
- Track site procurement budgets and ensure purchases remain within approved limits.
- Identify cost-saving opportunities without compromising service quality or safety.
Inventory & Logistics
- Oversee site inventory levels to ensure availability of critical materials and spares.
- Coordinate with stores/warehouse teams for receipt, inspection, storage, and issuance of materials.
- Prevent stock shortages, overstocking, and obsolescence.
Compliance & Documentation
- Ensure procurement activities comply with company policies, HSE requirements, and client standards.
- Maintain accurate procurement records, including quotations, purchase orders, delivery notes, and invoices.
- Support audits and client inspections related to procurement and supply chain activities.
Coordination & Reporting
- Work closely with site operations, maintenance, engineering, finance, and HSE teams.
- Prepare procurement reports including spend analysis, supplier performance, and savings achieved.
- Provide regular updates to site management and head office procurement teams.
Skills & Competencies
- Strong negotiation and vendor management skills.
- Knowledge of FM services, materials, and subcontracting practices.
- Good understanding of contracts, SLAs, and procurement compliance.
- Strong analytical, organizational, and cost-control skills.
- Proficient in ERP systems, procurement software, and MS Office.
- Ability to work under pressure in a fast-paced site environment.
- Strong communication and coordination skills.
