Role & responsibilities

The Senior Manager Labour Compliance will be responsible for ensuring end-to-end labour law, statutory, and contractual compliance across all EPC project sites of Jyoti Structures Ltd. The role is critical in ensuring compliance with labour obligations committed to clients under EPC contracts, thereby mitigating risks related to penalties, project disruptions, client escalations, and payment hold-ups due to non-compliance observations.

The incumbent shall drive a robust compliance governance framework for manpower deployed through contractors, subcontractors, and project workforce while ensuring adherence to applicable labour laws, statutory provisions, and client-specific compliance requirements.


Key Responsibilities

1. Labour Law & Statutory Compliance Management

  • Ensure complete adherence to applicable labour laws across all EPC project sites, including but not limited to:
    • Contract Labour (Regulation & Abolition) Act
    • Building and Other Construction Workers (BOCW) Act
    • EPF, ESIC, Bonus, Gratuity, Minimum Wages, Payment of Wages, Equal Remuneration, and related labour legislations
    • Shops & Establishment and applicable state-specific labour requirements
  • Monitor contractor and subcontractor statutory compliance for deployed manpower.
  • Ensure timely renewal and maintenance of all labour licenses, registrations, certifications, and statutory approvals.

2. Client Contractual Compliance

  • Ensure fulfilment of all labour and HR compliance commitments as agreed under EPC contracts with clients.
  • Interpret labour compliance clauses in contracts and ensure implementation at project sites.
  • Proactively address client observations, audit findings, and compliance gaps to avoid commercial implications, payment delays, or penalties.
  • Maintain readiness for client audits and statutory inspections.

3. Compliance Governance & Monitoring

  • Develop and implement a structured labour compliance monitoring mechanism across projects.
  • Conduct regular audits and site reviews to ensure adherence to labour compliance standards.
  • Establish trackers, dashboards, and periodic reporting systems for statutory and contractual compliance.
  • Ensure closure of compliance observations within agreed timelines.

4. Stakeholder Management

  • Collaborate effectively with project teams, HR, Finance, Legal, SCM, contractors, and client representatives to ensure seamless compliance execution.
  • Act as a key interface for labour-related discussions with customers, consultants, statutory authorities, and internal stakeholders.
  • Support project teams in resolving labour disputes, compliance escalations, and workforce-related issues.

5. Documentation & Reporting

  • Ensure timely submission of statutory returns, compliance documentation, and audit records.
  • Maintain robust MIS, compliance dashboards, and periodic reports for management review.
  • Present compliance status, risks, and mitigation plans to senior leadership.

6. Risk Prevention & Proactive Planning

  • Develop proactive compliance calendars and action plans to avoid lapses.
  • Anticipate compliance risks and implement preventive measures to ensure uninterrupted project execution and customer satisfaction.
  • Ensure no project payment delays arise due to labour compliance non-conformities or unresolved statutory queries.

Preferred candidate profile

  • Minimum 10+ years of relevant experience in labour compliance, industrial relations, and statutory governance in the EPC / Infrastructure / Construction sector.
  • Strong experience in handling labour compliance across multiple project sites.
  • Experience in managing contractor workforce compliance in large-scale project environments is mandatory.
  • Strong knowledge of Indian labour laws and statutory compliance requirements.
  • Excellent stakeholder management and relationship-building skills.
  • Strong reporting, MIS, and compliance documentation capabilities.
  • High level of planning, ownership, and execution orientation.
  • Proactive problem-solving approach with strong risk anticipation ability.
  • Ability to manage client expectations and compliance-sensitive environments.
  • Strong communication, negotiation, and coordination skills.
  • Willingness and flexibility to travel extensively to project sites.
