Job Description
. KEY RESPONSIBILITIES
A. E&M Project Planning & Execution
- Plan, manage, and monitor complete E&M project execution as per the approved project schedule.
- Review and implement approved GFC/shop drawings, specifications, BOQs, method statements, and technical documents.
- Prepare detailed execution plans for stations, depot, ancillary buildings, and associated E&M facilities within the assigned scope.
- Monitor daily, weekly, and monthly progress against approved targets.
- Coordinate E&M activities with Civil, Architectural, Track, Signalling, Telecom, OHE, AFC, SCADA, and other project disciplines at interfaces relevant to E&M works.
- Identify work-front constraints and develop timely mitigation/recovery plans.
- Ensure proper sequencing and coordination of E&M activities with civil and finishing works.
- Monitor project milestones and ensure timely completion of critical activities.
- Ensure work fronts are released and ready for E&M execution as per the project schedule.
B. Electrical Systems
- Supervise execution of electrical systems including HT/LT systems, transformers, HT/LT panels, DG systems, UPS, battery systems, power distribution, cable laying, and termination.
- Monitor installation of lighting, small power, emergency lighting, earthing, lightning protection, and electrical accessories.
- Coordinate installation and integration of electrical equipment and distribution systems.
- Ensure proper testing and commissioning of electrical installations.
- Ensure compliance with approved electrical drawings, specifications, and applicable standards.
- Coordinate with utility agencies and statutory authorities wherever required.
- Ensure electrical interfaces with other E&M and project systems are properly coordinated and completed.
C. Mechanical & HVAC Systems
- Manage execution of HVAC and mechanical systems for stations, depot, and associated buildings within the assigned scope.
- Supervise installation of chillers/package units/AHU/FCU, ventilation systems, ducting, piping, pumps, and associated equipment, as applicable.
- Monitor installation of ventilation and smoke-extraction systems, where applicable.
- Coordinate mechanical equipment installation and testing.
- Ensure proper testing, balancing, and commissioning of HVAC systems.
- Ensure coordination between HVAC, electrical, civil, architectural, and other interfacing works.
D. Fire Fighting & Life Safety Systems
- Monitor installation of fire fighting systems including fire pumps, tanks, hydrant systems, sprinkler systems, piping, valves, and accessories.
- Coordinate fire detection and alarm system interfaces with relevant agencies/teams, where applicable.
- Ensure testing and commissioning of fire fighting and life-safety systems.
- Coordinate statutory inspections and approvals wherever applicable.
- Ensure closure of fire-safety observations and punch points.
E. Plumbing & Utility Systems
- Supervise plumbing, drainage, water supply, and associated utility works within the assigned scope.
- Monitor installation of pumps, tanks, piping, valves, and related equipment.
- Ensure testing of water supply, drainage, and utility systems.
- Coordinate with Civil and Architectural teams for sleeves, openings, shafts, equipment rooms, and service routes.
- Ensure proper integration of utility systems with station and depot infrastructure.
F. Lifts, Escalators & Other E&M Equipment
- Coordinate installation, testing, and commissioning of lifts, escalators, and other E&M equipment, where applicable.
- Monitor contractor performance and installation quality.
- Coordinate inspections with the client, consultant, and statutory agencies.
- Ensure timely completion of testing, commissioning, and handover documentation.
- Ensure closure of equipment-related punch points.
G. Testing & Commissioning
- Prepare and monitor testing and commissioning schedules for all E&M systems within the assigned scope.
- Ensure pre-commissioning inspections are completed before energisation/start-up.
- Coordinate functional testing, integrated testing, and system performance tests.
- Coordinate with the client/consultant and specialist agencies during testing.
- Ensure proper recording of test results and commissioning documentation.
- Ensure closure of punch points before system handover.
- Coordinate integrated testing of interdependent E&M systems and relevant project interfaces.
- Ensure systems are ready for final inspection, energisation, trial operation, and handover as applicable.
H. Billing & Commercial Management
- Review and verify RA bills, subcontractor bills, measurement sheets, and BOQ quantities.
- Coordinate joint measurements with the client/consultant.
- Ensure timely submission and certification of monthly bills.
- Monitor executed quantities against approved BOQ and scope.
- Track variations, deviations, extra items, and additional works.
- Maintain billing and quantity reconciliation MIS.
- Coordinate with commercial/accounts teams for timely resolution of billing issues.
- Monitor recoveries, retention, advances, and deductions as applicable.
I. Material & Procurement Management
- Prepare material requirement plans based on project schedules.
- Coordinate with procurement, stores, and vendors for timely availability of critical E&M materials.
- Monitor material consumption, wastage, and reconciliation.
- Ensure approved makes and specifications are followed.
- Monitor long-lead equipment procurement and delivery.
- Ensure proper storage and preservation of electrical and mechanical equipment.
- Maintain material availability in line with upcoming work fronts.
J. Contractor & Subcontractor Management
- Manage E&M contractors, specialist agencies, and subcontractors.
- Allocate work fronts and execution targets.
- Monitor manpower, tools, equipment, and productivity.
- Conduct regular contractor performance reviews.
- Ensure compliance with drawings, specifications, quality, HSE requirements, and approved method statements.
- Resolve technical, commercial, and execution issues.
- Take corrective action where contractor performance is below target.
- Monitor contractor recovery plans and ensure agreed corrective actions are implemented.
K. Quality Assurance & Control
- Ensure E&M works comply with approved drawings, specifications, standards, and method statements.
- Coordinate inspections with QA/QC, client, consultant, and third-party agencies.
- Ensure proper inspection and testing of materials and installations.
- Monitor workmanship and installation quality.
- Minimise rework and defects.
- Ensure timely closure of NCRs, observations, and inspection remarks.
- Maintain inspection reports, checklists, test records, and quality documentation.
L. Safety & Statutory Compliance
- Ensure strict compliance with project HSE requirements.
- Ensure safe working practices for electrical, mechanical, lifting, working-at-height, and commissioning activities.
- Ensure permit-to-work, electrical isolation, LOTO, and other applicable safety procedures are followed.
- Conduct regular safety reviews with contractors.
- Ensure toolbox talks, risk assessments, and safety briefings are conducted.
- Immediately address unsafe acts and conditions.
- Ensure compliance with applicable statutory requirements and project safety procedures.
- Support achievement of the project target of Zero Fatality and Zero Major Accident.
M. Client, Consultant & Stakeholder Coordination
- Coordinate with Metro authorities, client representatives, consultants, contractors, government agencies, and utility authorities.
- Attend technical, progress, coordination, and review meetings.
- Obtain required technical approvals, inspections, and clearances.
- Respond to technical queries and observations.
- Ensure timely closure of client/consultant comments.
- Coordinate interfaces between E&M and other project disciplines.
- Escalate critical technical, commercial, schedule, and interface issues to management in a timely manner.
N. Project Reporting & Documentation
- Prepare/review DPR, WPR, MPR, MIS, and management dashboards.
- Monitor planned vs. actual progress.
- Highlight delays, risks, constraints, and critical issues to management.
- Prepare recovery/action plans.
- Maintain approved drawings, inspection records, test reports, and commissioning records.
- Ensure preparation and updating of as-built drawings.
- Ensure completion of O&M manuals, warranties, asset records, and handover documentation.
- Ensure proper close-out documentation for all E&M systems within the assigned scope.
O. Team Leadership & Management
- Lead and manage E&M engineers, supervisors, technicians, and support staff.
- Allocate responsibilities and execution targets.
- Conduct regular performance review meetings.
- Monitor productivity and manpower utilisation.
- Develop technical and execution capabilities of team members.
- Maintain discipline, accountability, safety, and productivity.
- Ensure effective communication and coordination within the E&M team.
Educational Qualification
- B.E./B.Tech. in Electrical / Mechanical Engineering.
- Additional qualification in Project Management, Metro Rail, MEP, or Railway Systems will be an advantage.
- Experience: Minimum 15 years of relevant experience.
- Strong experience in Metro Rail E&M / MEP / Infrastructure projects.
- Experience in large-scale Government, PSU, or EPC projects preferred.
- Experience in station, depot, tunnel, viaduct, or large infrastructure E&M works preferred.
- Proven experience in managing multiple contractors and work fronts.
- Proven experience in testing, commissioning, project close-out, and handover of E&M systems will be an advantage.
